Guideline Value and Circle Rate vs Market Value
A state's minimum rate for stamp duty, not the value of the property in front of you.
A guideline value is the minimum value a state government sets for land and buildings in each locality, so that stamp duty and registration fees are not paid on an understated price. The name changes by state: ready reckoner rate in Maharashtra, guidance value in Karnataka, guideline value in Tamil Nadu, circle rate in Delhi. The idea is the same.
It is not market value. It is a mass rate for an area, revised on the state's schedule, and it can sit well above or below what a particular property would sell for. A registered valuer reports market value from evidence and states the guideline value alongside it, because lenders, courts and tax authorities all want to see both.

Worked Example: A Flat Bought in Pune
Illustration only. A 900 sq ft carpet flat. Agreed price ₹90 lakh. Ready reckoner value worked out for the flat ₹96 lakh. A registered valuer, using sale instances, puts market value at ₹92 lakh.

Stamp duty base
Stamp duty is charged on the higher of the agreed price and the ready reckoner value, so the base is ₹96 lakh, not ₹90 lakh.

Seller's income tax
Because the stamp duty value is above the price, the seller's capital gain may be computed on the stamp duty value instead of ₹90 lakh, unless the gap falls within the tolerance the Act allows. The seller can ask for a reference to a Valuation Officer if the rate overstates value.

Buyer's income tax
A buyer who pays less than the stamp duty value can be taxed on the difference, again subject to a tolerance.

Report market value of ₹92 lakh with the comparables behind it, state the ready reckoner value of ₹96 lakh, and explain the gap: here, an older building and a ground-floor flat that the area rate does not reflect.
Where Guideline Value Shows Up in a Valuer's Work
- check_circleStamp duty and registration: the rate is the floor. Most state stamp laws let the registering officer refer a document that seems undervalued to a stamp authority to fix the value.
- check_circleIncome tax: under the Income-tax Act, 2025, in force from 1 April 2026, the stamp duty value is used as deemed consideration for the seller (section 78, earlier section 50C), for land or building held as stock-in-trade (section 53, earlier section 43CA), and for a buyer who pays less (section 92(2)(m), earlier section 56(2)(x) of the 1961 Act). Never Adopt the Rate as Market Value
Copying the guideline value into the market value line is the most common shortcut in weak reports. It is not evidence of what the specific property would fetch, and a report that rests on it cannot meet the requirement to state the procedures and information relied on.
How the Valuation Examination Tests This
Expect a short question on what guideline value is for, or a case study where the agreed price, the guideline value and the market evidence differ. The trap is treating guideline value as the answer to a market value question. Read whether the question asks for stamp duty base, deemed consideration or market value: each has a different answer.

What is the difference between circle rate and market value?expand_more
Circle rate is a minimum rate set by the state for stamp duty in a locality. Market value is what the specific property would sell for. They often differ, in either direction.
Is ready reckoner rate the same as guideline value?expand_more
Yes in purpose. Maharashtra calls it the ready reckoner rate, Karnataka the guidance value, Tamil Nadu the guideline value and Delhi the circle rate. Each is set under that state's stamp law.
Can a property be registered below the guideline value?expand_more
The document can state a lower price, but stamp duty is charged on the guideline value. The registering officer can also refer the document for valuation if it appears undervalued.
Why do income-tax rules use the stamp duty value?expand_more
To stop understated sale prices. Where the stamp duty value is higher than the price, the tax law can treat it as the sale consideration, subject to a tolerance and a right to seek a reference to a Valuation Officer.
