The IC-38 syllabus is not one identical syllabus for every candidate. The curriculum is organised around a Common section every candidate studies, followed by exactly one product-specific track: Life, General or Health.
The Insurance Institute of India (III) currently provides revised IC-38 study material for Insurance Agents in Life, Non-Life and Health categories, with the Common section shared across all three.

What to study first
If you're starting from zero, work through this in order rather than jumping straight to product chapters.

The five Common chapters
They establish the concepts (risk, regulation, customer service, grievance handling) that make every product-specific chapter easier to follow.

Life candidates study the Life chapters, General candidates study the General chapters, Health candidates study the Health chapters, plus the Common section under all three.

The Insurance Institute of India states that its IC-38 course material is indicative study material, and that examination questions are not confined to it. Use the official syllabus as your foundation, but prepare for concepts and applications rather than memorising paragraphs.
