The best Phase 2 source is the regulator itself. Here is how to build the rest of the stack around it.
RBI does not prescribe a booklist for Grade B. What it publishes is the syllabus, and the best study material maps onto that syllabus rather than onto any single title. The strongest sources for the papers that decide selection, Economic & Social Issues and Finance & Management, are largely free: the regulator's own publications and standard public reference material.
That cuts against how most candidates shop for this exam, which is by buying a stack first and opening the syllabus later. Build it the other way: syllabus area by syllabus area, filling each with the leanest source that covers it.

What to Use for Each Part of the Exam
Source types matched to the syllabus, leanest first:
- RBI's own publications
- The highest-yield ESI and Finance & Management source. RBI's reports, speeches and explanatory material cover monetary policy, regulation and the financial system in the regulator's own framing, which is the framing the paper rewards.
- A standard Indian economy reference
- For the ESI backbone: growth and development, poverty, reforms, globalisation and social-sector topics. One good reference read twice beats three read once.
- Finance and management fundamentals
- Cover the financial system, markets and instruments, risk and Basel norms, derivatives and FEMA basics, corporate governance, and the management topics: motivation, leadership, communication, ethics and HRD. University-level introductory texts are sufficient depth.
- A daily current-affairs habit
- General Awareness is 80 of Phase 1's 200 marks and leans toward economy, banking and finance. A daily newspaper habit plus a monthly consolidation serves both this section and the descriptive papers.
- Practice questions and mocks
- The retrieval half of preparation. Phase 1 has sectional cut-offs and one-fourth negative marking; only timed, negatively marked practice tells you whether your accuracy survives those rules.
The Descriptive Papers Need Practice, Not More Reading
Half of ESI and Finance & Management is descriptive, and the English paper is entirely so: essay, precis, comprehension and business correspondence, typed. No book fixes weak answer-writing. A weekly routine of typed answers against the clock does, and it doubles as revision of whatever you read that week.
