CFA Work Experience and the Charter
The exams are the visible half of the program. The charter itself turns on 4,000 hours of qualified work and membership.
Passing all three CFA exams does not make you a CFA charterholder. The charter requires two further things: 4,000 hours of qualified work experience and membership of CFA Institute. Until both are in place, someone who has cleared Level III has passed the CFA exams, and may say so, but does not hold the charter or use the designation.
This is the most commonly misunderstood fact in the program, and it matters for how you sequence a career: the experience clock and the exam sequence can run in parallel, so the fastest route to the charter is usually to be working in a qualifying role while you study.

Running the Two Clocks Together
Note that 4,000 hours corresponds to roughly two years of full-time work, and the exam sequence itself typically spans 2-4 years. A candidate who starts the program already employed in investment work can therefore finish the experience requirement at about the same time as Level III. A student who clears levels before starting work will hold a completed exam record while the experience clock is still running, a common and perfectly workable position, just not yet a charter.
The same interplay appears at the entry gate: 4,000 hours of relevant experience is also one of the three eligibility routes into the program for candidates without a degree. The number is the same; the two requirements are separate.
