Importer-Exporter Code (IEC) Explained
No IEC, no export or import of goods. It is the entity's PAN, issued by DGFT and updated every April-June.
The Importer-Exporter Code (IEC) is the 10-character identity number DGFT allots to every business that imports or exports goods from India. Since GST, the IEC is the same as the entity's PAN, issued separately by DGFT on an online application. Para 2.05 of the Foreign Trade Policy is blunt: no export or import of goods by any person without an IEC, unless specifically exempted.
For an AD bank the IEC is the identifier that links a trade customer to DGFT's records and scheme benefits. A deactivated IEC is a red flag to clear with the customer before handling its trade transactions, because the code is only restored once the customer completes the pending update.

Who Does Not Need an IEC
Handbook of Procedures para 2.07 exempts these categories, several of which use a permanent IEC number published by DGFT instead:

- check_circlePersons importing or exporting goods for personal use not connected with trade, manufacture or agriculture.
- check_circleCertain small border trade with Nepal, Bhutan, Myanmar (through Indo-Myanmar border areas) and China (through Gunji, Namgaya Shipkila and Nathula), within single-consignment CIF value ceilings set in the Handbook.

- check_circleOther permanent-IEC categories include diplomats and UN officials, travellers claiming baggage benefits, goods for fairs under ATA carnet, disaster-relief imports by charities, and non-commercial imports and exports by entities authorised by RBI.
The SCOMET Exception
The exemption from IEC does not apply to exports of SCOMET items (special chemicals, organisms, materials, equipment and technologies, the dual-use export control list), except where the exporter is a government ministry or department.

Getting and Keeping an IEC

Apply online
File ANF-2A on the DGFT website with the fee and documents: a cancelled cheque with the entity's pre-printed name or a bank certificate, and address proof.

Receive the e-IEC
The IEC is auto-generated and sent by e-mail and SMS; details are validated against government databases. It can be downloaded from the DGFT dashboard.

Update every April-June
Confirm or update the details online each year, even with no changes, or the IEC is deactivated.

Surrender when closing
An IEC can be surrendered online only after all authorisations and obligations under it are closed, or transferred to a successor entity after a merger or acquisition.
How CCFE Tests This

What is an IEC code?expand_more

Can one company hold two IECs?expand_more
No. Only one IEC is issued against a single PAN, and it covers all the entity's branches and units.
