The IIBF DRA certificate is not a promotion credential. It is the certificate RBI requires before someone can work as a recovery agent for a bank, and IIBF is the only body that issues it.

Why the Certificate Is Required
RBI's 2008 circular on recovery agents engaged by banks asked IBA to create a certificate course with IIBF, told banks to ensure all their recovery agents obtain the IIBF certificate, and said agencies working for banks should employ only certified staff. IIBF's DRA rules apply the same requirement to banks and NBFCs, and IIBF's FAQ calls the certification mandatory to be employed as a recovery agent in India.
Who Needs the DRA Certificate
IIBF's DRA rules list who the certificate is for:

- check_circleDebt recovery telecallers: collection work done over the phone is covered too.
- check_circleDirect Selling Agents and Direct Marketing Agents, when they are engaged in recovery.

- check_circleAnyone who wants to build a career as a debt recovery agent for a bank.
The One Exemption
IIBF's rules allow banks, at their discretion, to exempt retired bank officers aged 60 or above with wide recovery experience from the training and certification. Everyone else engaged in recovery is expected to hold it.

How Many People Take It?
A lot. IIBF's annual report records 1,23,224 candidates enrolled for DRA certification in FY 2024-25, up from 1,20,290 the year before. The demand comes from the requirement itself: lenders that use recovery agents need them certified.
